Rancho Santa Fe is the only community we serve where a roof needs two approvals. The parcel is unincorporated, so San Diego County issues the building permit, and the Rancho Santa Fe Association runs its own Building and Planning Department that will not issue its permit until it sees county plans stamped and perforated.

The Association's Regulatory Code treats roofs as major construction. Any new roof, any change to an existing one, any addition of roofed area and any change of roofing material all fall into that class, with one exception: reroofing with the same material, and only if what is coming off is already a fire-retardant covering of the required class.

So a like-for-like clay tile replacement is a lighter process, and switching material is not. That single sentence in the code decides how long your project takes, and it is the first thing we read on a Rancho Santa Fe estimate. We read it first, because it decides whether you are inside the light process or the long one.

The material rules are unusually specific. The adopted code excludes standing-seam and sheet-applied metal roofing, S-type clay tile systems, slate tile, and asphalt or composition shingles outright. Two-piece clay tile must include at least twenty percent mudded booster tiles, and sharp contrast in tile color is not permitted. Rake tiles are held to the predominant color.

Approval also happens in a field, not on a desk. After framing and before the Art Jury grants materials approval, a four-by-four sample of the proposed roofing and its installation method has to be built on site alongside every other exterior color and material. Nothing is approved from a brochure.

The calendar is fixed months ahead. The Art Jury meets thirteen times across 2026 on a published schedule, with submittals due through the Association's system roughly three weeks before each meeting. The Association's approved fee schedule lists a reroof as a two hundred dollar stand-alone application, and work found as-built is charged at double.

The houses themselves are older than the address suggests. Median build year 1975, a fifth of the stock from the 1960s, and 14 percent of it predating 1950. Mapped hazard here is mostly high rather than very high, which is a meaningful distinction and worth confirming parcel by parcel, as is the current text of the code with the Association's building department before anyone orders material.
